Geopolitical, Global Security & Environmental Events
Key Events This Week
Americas
Panama
Further aftershocks are highly likely in Panama over the coming weeks, with a realistic possibility of strong tremors causing additional structural damage and landslides.
Europe, Middle East and Africa
France
Protests in France are highly likely to intensify on 17 October. Protests are likely to result in severe disruptions in large French cities, as well as cases of targeted vandalism and violent clashes between protesters and police.
Poland
A series of attacks targeting schools in Poland likely reflects the growing threat of “nihilistic violent extremism ”in European countries, as also recently observed in Sweden and Italy.
Ukraine
Strikes on Ukrainian energy infrastructure are highly likely to further escalate through winter despite the claimed energy ceasefire, and observed reduced early warning almost certainly increases the ballistic missile threat.
Middle East
Increased Iranian attacks in the Strait of Hormuz have almost certainly increased the risk of a major escalation in the Middle East, which would likely be characterised by further escalated attacks against targets in regional states.
Saudi Arabia & Yemen
With Saudi strikes on Sanaa, Yemen, intensifying and the counteroffensive stalled, further Houthi attacks against airports and energy infrastructure in Saudi Arabia are highly likely. A near-term de-escalation remains unlikely.
Guinea-Bissau
There is a realistic possibility for large-scale civil unrest following the Guinea-Bissau junta’s postponement of the 6 December presidential and legislative elections, which would have transitioned the country to civilian rule.
The Sahel
Islamic State has likely leveraged junta offensives against JNIM in the Sahel to launch a large-scale offensive against the rival Islamist group in the Mali-Burkina Faso-Niger tri-border area.
Ethiopia
Ethiopian forces entering the border town of Zalambessa highly likely marks the start of a military buildup along the Ethiopia-Eritrea border, which could result in direct clashes between Ethiopian and Eritrean troops.
Mauritius
While violent demonstrations across Mauritius have likely peaked following the imposition of overnight curfews, grievances almost certainly remain, risking further violent unrest in the medium-to-long term.
Asia Pacific
Pakistan
The federal government’s decision to impose emergency rule in Khyber Pakhtunkhwa will almost certainly reduce the immediate threat of civil unrest to Islamabad but increase political instability across Pakistan.
India
Continued large-scale protests across India indicate that the ongoing youth protests are highly likely to continue, with likely clashes during a planned demonstration at Connaught Place in Delhi and other cities on 16 October.
North, Central and South America
Panama: Over 400 aftershocks recorded following a magnitude 7.7 earthquake.
On 9 October, a magnitude 7.7 earthquake struck southern Panama, damaging more than 400 buildings, injuring at least 27 people and triggering widespread evacuations and temporary disruptions to power supplies and airport operations. The United States Geological Survey (USGS) reported that the earthquake hit at a depth of 12.6 km (7.8 miles), with the epicentre located in a sparsely populated area about 200 km (124 miles) from Panama City.
Tremors were felt across much of Panama, including the capital, and in neighbouring parts of Costa Rica and Colombia. The most significant damage was recorded in the central provinces of Herrera, Los Santos, Veraguas and Coclé. More than 400 aftershocks, including a magnitude 6.6 tremor, have been recorded since the initial earthquake, prompting the government to declare a state of emergency. As of 15 October, one fatality has been reported, operations at the Panama Canal have not been affected, and no tsunami warnings have been issued.
Solace Global Assessment:
Further aftershocks are highly likely over the coming days and weeks, although their frequency and intensity will likely gradually decrease. Given the magnitude of the initial earthquake and the magnitude 6.6 aftershock, there remains a realistic possibility of further strong aftershocks capable of causing additional damage, particularly to buildings and infrastructure already weakened by the initial earthquake.
Herrera, Los Santos, Veraguas and Coclé provinces, where structural damage has been most extensive, are likely most at risk of further damage and disruption. Further aftershocks are also likely to increase the risk of landslides and road closures in mountainous areas, with many slopes likely to be destabilised by the initial earthquake.
