Nepal Flash Floods Cause Major Disruption Near Tibet Border

Severe Flooding Hits Nepal’s Rasuwa District

SITUATION SUMMARY | Intelligence cut off: 13:30 UTC 26 August 2026

On 26 August, severe flash flooding struck Rasuwa District on the Nepal–Tibet border. Preliminary assessments indicate that the floods followed an ice-and-rock avalanche, which temporarily blocked an upstream river, forming a “lake”. The temporary dam subsequently failed, resulting in the release of a high volume of water into the Bhote Koshi and Trishuli rivers. A magnitude 4.4 earthquake was recorded at around 08:37 local time, which could have triggered the avalanche, although this has not been confirmed at the time of writing.

Authorities have reported at least 22 deaths, while hundreds of people remain unaccounted for. This includes 384 tourists reported out of contact, most of them foreign nationals, as well as 41 security personnel and several government employees. Disrupted communications and road access mean that casualty and missing-person figures are almost certain to rise as contact is restored with isolated communities.

The flooding caused severe damage in Rasuwa, including around Timure and Syabrubesi, and affected parts of Nuwakot and Dhading. The flooding caused severe infrastructural damage, affecting roads, bridges, health facilities and hydropower infrastructure. Damage along the Betrawati–Rasuwagadhi road has also disrupted access to the Chinese border and complicated rescue and relief operations.

Authorities issued warnings for communities along the Bhote Koshi, Trishuli and Narayani river systems regarding the risk of further flooding and landslides.

On the Chinese side of the border in Tibet, landslides and flooding affected the Gyirong area, with authorities reporting “major casualties”. Border infrastructure, roads and communications have also been disrupted, affecting cross-border movement.


INTELLIGENCE ANALYSIS

Although the floods occurred during Nepal’s June–September monsoon season, the speed and scale of the event, combined with relatively limited rainfall in Rasuwa over the previous day, indicate that it was unlikely to have been caused by rainfall alone. However, ongoing monsoon conditions may have saturated soils, increased baseline river levels and destabilised slopes, amplifying the severity of the flooding even if rainfall was not the primary trigger.

Rasuwa is particularly exposed to flash floods caused by glacial activity, avalanches and landslides. In July 2025, a glacial flood on the same river system killed at least 18 people, while also damaging the Nepal–China Friendship Bridge and hydropower infrastructure. The recurrence of a major event in the same catchment highlights the continuing risk from unstable glaciers, steep slopes and temporary natural dams in the high Himalayas.

There is a realistic possibility of further flooding and landslides, particularly given ongoing monsoon conditions and the potential for additional slope failures or river blockages. This could present a continued threat to communities downstream and cause further delays to search-and-rescue operations. Damage to roads and bridges is also likely to prolong disruption to the Nepal–China trade corridor, hydropower operations and tourism routes through the Langtang and Rasuwagadhi areas.

Ground evacuation from the worst-affected parts of Rasuwa will almost certainly be heavily constrained for at least the next several days, with the destruction of bridges, road corridors, and damage to telecommunications and power infrastructure all complicating relief and evacuation efforts.

The floods also have potential downstream implications outside Nepal. The Trishuli forms part of the Narayani river system, which enters India as the Gandak River in Bihar. Elevated river levels in Bihar mean that any additional surge from Nepal could increase the risk of localised flooding in downstream areas. However, the flood wave is likely to weaken as it moves into the wider river system, meaning the greatest impacts would likely remain concentrated in northern and central Nepal.


Travel and Safety Guidance for Nepal

  • Travellers should plan routes and allow for extra travel time due to congestion. Ground movements should avoid low-lying areas prone to flooding and areas at higher risk of landslides.
  • Travellers are strongly advised to listen to and adhere to instructions from local authorities and emergency services. This includes following evacuation orders, staying updated on flood warnings, and avoiding areas that have been declared hazardous.
  • Travellers are advised to monitor local news sources, weather tracking platforms, and, if available, threat intelligence alerting.
  • Ensure important documents and medications are stored in waterproof containers.
  • Prepare an emergency ‘go bag’ with essentials such as bottled water, batteries, important documents, and medications.
  • Prepare for prolonged power outages, communication disruptions, and travel delays.
  • If possible, communicate your position at regular intervals to your organisation and/or security provider.
  • Avoid areas near bodies of water where possible.
  • Stay away from damaged buildings and affected areas until authorities deem them safe.
  • If road travel is necessary, avoid driving in moving water or water over 10 centimetres deep. Drive slowly and with higher engine RPM. Do not stop in standing water.
