Five people have been injured after an individual struck pedestrians and a police officer with two vehicles in separate but related incidents in Edmonton, Canada. The attack began at 20:15 local time on 30 September 2017, when the suspect crashed a Chevrolet sedan into a police barricade in the vicinity of an event at the Commonwealth Stadium. The police arrested the suspect after the truck rolled during the chase and further investigations into his possible radicalisation and planning process are ongoing. The incident in Edmonton occurred only days after the Islamic State (IS) released a video online where IS leader Abu Bakr al-Baghdadi urged his followers to strike their enemies in the West.

Solace global comment

If this incident is subsequently classed as a terror attack, it will mark the first in Canada since the Quebec mosque shooting in January 2017 where a lone gunman, motivated by anti-Islamic sentiment, killed six and wounded 19 during evening prayers. The relative simplicity of the attack and the chronological proximity to al-Baghdadi’s most recent incitement is strongly suggestive of a lone wolf attack with limited planning or support from the wider Islamic State. There remains a possibility that the attacker was provided with moral support and guidance by fellow radicals within Canada and that these radicals could launch further attacks. However, authorities presently believe that the suspect acted alone; he had previously been investigated in relation to his 2015 asylum application, however there was insufficient evidence at the time to progress with the investigation. These previous contacts with security forces may have led to sufficient underlying resentment, in combination with the latest exhortation from al-Baghdadi, to trigger the attack against security forces and the civilian population.

Travellers should be aware there is likely to be an increased security presence across Canada after the recent terrorist attacks. Police are likely to take more proactive measures in order to protect themselves and densely crowded areas which may be vulnerable to further vehicle-based attacks.

If caught in a vehicle based terror attack, travellers are advised to RUN – HIDE – TELL – FIGHT. RUN – If in a location where a ramming attack is suspected, leave the area by any safe means and seek cover in an area which will prevent vehicle access. HIDE – If unable to run away, find suitable cover or barricade yourself in a room. Remember to silence your phone and turn vibrate off; attackers may disembark their vehicle to track victims and continue their attack. TELL – Inform emergency services or alert someone who is able to do it for you. Once police arrive, comply with their instructions and do not make any sudden movements. FIGHT – As a last resort, if confronted with an attacker, it is recommended to fight back by using the element of surprise by shouting, screaming, and rushing at the aggressor. If sheltered with others, convince them to do the same and rush the attacker all at once. Ensure the person entering the shelter is an attacker and not law enforcement. TREAT – For life threatening wounds, rapid treatment greatly increases the likelihood they will survive the incident. This is potentially difficult to manage as armed police responding to a terror attack generally have to prioritise eliminating the threat first. Medical personnel may only be allowed onto the scene once the police have secured the area and removed the threat.

Travellers to Canada are advised that enhanced security measures are not necessary. However, travellers may wish to consider employing travel tracking technology alongside an intelligence platform. This will enable them to quickly notify others of an emergency and be kept updated of any security related incidents such as the events in Edmonton.
